Chief Strategy & Growth Officer

What excites me most is helping organizations grow in ways that improve lives. I believe health care is local, and every community has unique needs. Expanding access to behavioral health and connecting it with medical care and community support is critical to better outcomes and is deeply personal and important to me.

Growth is important, but growth only matters when it helps us serve more people, strengthen our communities, and create better outcomes for those who rely on us. Just as important, I believe health care must be affordable, high quality, usable, and accessible so people can get the right care, in the right way, when they need it. That also means doing a better job of integrating medical and behavioral health care, so individuals and families experience care as connected, coordinated, and centered around the whole person.

Tad Jones

Tad Jones represents Rogers County on the GRAND Mental Health Board of Directors. He serves as Executive Director of the Will Rogers Memorial Museum and previously represented northeastern Oklahoma in the Oklahoma House of Representatives. Tad brings leadership experience in public service, community engagement, and policymaking, along with a strong appreciation for the role behavioral healthcare plays in strengthening communities.

Rick Littlefield

Rick M. Littlefield represents Delaware County on the GRAND Mental Health Board of Directors and previously served Delaware, Ottawa, and Craig Counties in the Oklahoma Legislature for 22 years as both a State Representative and State Senator, following his service as Delaware County Sheriff. His years in public service gave him a deep understanding of Oklahoma’s behavioral health needs and the importance of expanding access to mental health and addiction treatment services. Rick is proud of GRAND Mental Health’s work to improve lives and is committed to supporting the organization’s continued impact on individuals, families, and communities across the region.

Jeff Howell

Jeff Howell is a banking executive and community leader representing Rogers County on the GRAND Mental Health Board of Directors. With more than 20 years of financial leadership experience and a longstanding commitment to his community, Jeff brings valuable business and community perspective to the Board. Having seen firsthand the positive impact GRAND has had on people close to him, Jeff is committed to helping advance GRAND’s mission and expand its impact across the communities it serves.

Joe Griffin

Joe Griffin serves on the GRAND Mental Health Board of Directors and is Chief Executive Officer of Summit Carbon Solutions. A former 12&12 board member, Joe continued his service following the organization’s integration with GRAND. He brings extensive executive leadership experience, strategic insight, and a commitment to supporting innovative behavioral healthcare services that improve lives and strengthen communities.

Sara Freeman

Sara Freeman represents Washington County on the GRAND Mental Health Board of Directors and serves as Vice President of Business Development for Truity Credit Union. With a career focused on relationship-building, community engagement, and organizational growth, Sara brings valuable business and community leadership experience to the board. She is passionate about supporting services that strengthen individuals, families, and communities.

Elaine Clugston

Elaine Clugston represents Ottawa County on the GRAND Mental Health Board of Directors. Her professional background includes education and juvenile diversion services, where she worked closely with youth and families facing significant life challenges. Elaine brings a deep understanding of community needs and a strong commitment to ensuring access to behavioral health services and support.

Wally Bryce

Wally Bryce serves on the GRAND Mental Health Board of Directors and previously served on the board of 12&12 before its integration with GRAND. A longtime advocate for behavioral health and recovery services, Wally brings a personal connection to the mission through his family’s involvement in addiction recovery efforts. He is committed to reducing stigma and expanding access to compassionate, high-quality care for Oklahomans.

Nancy Barton, PhD

Nancy Barton, PhD, serves on the GRAND Mental Health Board of Directors and brings decades of experience in education, counseling, school psychology, and private practice. Throughout her career, she has worked to help individuals overcome challenges and achieve their potential. Nancy offers significant behavioral health expertise and a commitment to improving outcomes for individuals and families.

Lowell Barto

Vice Chair

Lowell Barto is an attorney and community leader representing Payne County on the GRAND Mental Health Board of Directors. His professional and personal experiences have reinforced his commitment to helping individuals overcome challenges related to mental health, substance use, homelessness, and incarceration. Lowell brings legal expertise, community perspective, and a strong belief in expanding access to behavioral healthcare services.

Pat Darlington, PhD

Chair

Pat Darlington, PhD, is a retired psychologist and community leader representing Payne County on the GRAND Mental Health Board of Directors. Her career has spanned psychology, education, municipal government, and nonprofit leadership. Pat brings extensive behavioral health expertise and a lifelong commitment to increasing awareness, reducing stigma, and strengthening access to care across Oklahoma communities.

Matthew Spencer

Senior Vice President of Clinical Quality and Compliance

Matthew began his career in the mental health field in 2008 doing research at Oklahoma State University. He has substantial practicum experience with the aging population in the hospital setting and has worked in an inpatient setting with children. In 2012, he began working in the community mental health field and fell in love with providing services to the community.

Matthew joined GRAND as a behavioral health professional. Since then, he has held many positions and titles within GRAND, including mental health court therapist, adult services administrator over the Washington county clinic, clinical director in Rogers county, regional clinical officer, and Chief Clinical Officer (NE/NC). He has facilitated substance use and intensive outpatient groups and helped build and develop the Mental Health Court in Washington county.

In his current role, Matthew leads our clinical vision, ensuring quality, compliance, and innovation in service delivery. He oversees clinical programs, regulatory adherence, and evidence-based practices while fostering collaboration between clinical and operational teams.

Kimberly Hill-Crowell

Senior Vice President of Operations

Recognizing early on that everyone’s life is somehow impacted by mental health and/or substance use, Kimberly followed her passion to make a positive impact by choosing a career centered around working with children and families. Starting as a “childcare worker” in a youth shelter, she has since held a wide variety of roles in her 25+ years in the mental health field.

Kimberly has served GRAND for more than 17 years. In her current role, she provides organization-wide operational leadership, focusing on efficiency, standardization, and consistent service delivery across all regions. She partners with clinical and administrative leaders to align operations with organizational goals, optimize resources, and support sustainable growth.

Throughout her career, Kimberly has contributed to the advancement of mental health treatment, publishing works including co-authoring Working Therapeutically with Families: Creative Activities for Diverse Family Structures and presenting at several industry conferences, including the International School Social Work Conference in Pusan, Korea in 2006.

Jeff Harlin

Senior Vice President of Operations

Jeff has been with GRAND Mental Health for 20 years and has worked in the mental health field for 26 years. He started his career as a psychiatric technician at a children’s psychiatric inpatient hospital, then worked as a utilization review specialist and finally a therapist before coming to GRAND.

Jeff joined GRAND as a supervisor for children’s programs in Rogers and Mayes counties. Since then, he’s held a number of increasingly senior roles within the organization, most recently as Chief Administration Officer (Tulsa) where he provided oversight and supervision for the GRAND Addiction Recovery Center and the Tulsa Outpatient Certified Community Behavioral Health Center (CCBHC) site. In his current position, Jeff provides organization-wide operational leadership, focusing on efficiency, standardization, and consistent service delivery across all regions. He partners with clinical and administrative leaders to align operations with organizational goals, optimize resources, and support sustainable growth.

Jeff’s passion is helping to build future leaders within GRAND and expanding the organization’s service offerings to help more people gain access to the support they need. He appreciates the innovative, out-of-the-box approach to improving mental healthcare that is core to culture at GRAND. In 2021, he was honored with the CW Ramana Award for his outstanding work with children.

Rony Gadiwalla

Chief Information Officer

Rony has over 18 years of expertise in information technology, including in-depth experience in managing IT compliance and audit requirements. As CIO for GRAND, Rony oversees all company systems and technology needs, as well as lead the organization’s digital transformation and related business practices. Prior to joining GRAND, he spent 8 years developing and leading IT strategies for a world-leading, publicly traded manufacturing firm based in Tulsa, OK.

Having received a Bachelor of Science from the University of Toronto, specializing in software engineering with a minor in Mathematics, Rony most recently earned a Master of Science in Cybersecurity from the University of Tulsa. A servant leader with a strong sense of community engagement, his volunteer experience includes Tulsa Area United Way, Big Brothers and Big Sisters of Oklahoma, Crosstown Learning Center, and Meals on Wheels of Metro Tulsa.

Dr. Zachary Sullivan

Chief Medical Officer

Dr. Zachary Sullivan joined GRAND Mental Health as its first Chief Medical Officer, bringing extensive physician leadership experience and a passion for advancing integrated healthcare. A Tulsa native, Dr. Sullivan returns to Oklahoma after spending much of his professional career in Texas. Board Certified in both General Psychiatry and Child & Adolescent Psychiatry, he is committed to clinical excellence, innovation, and expanding access to high-quality behavioral healthcare.

As Chief Medical Officer, Dr. Sullivan provides executive leadership for GRAND’s physicians while guiding medical quality initiatives and strengthening the integration of behavioral and physical healthcare services. He works closely with medical, nursing, clinical, and operational leaders to enhance quality, foster collaboration, and support GRAND’s mission of improving lives through exceptional, whole-person care.

Bill Fisher
Bill Fisher

Chief Legal and Compliance Officer, Corporate Secretary, Senior Executive Team

Bill joined GRAND Mental Health in 2026 as Chief Legal and Compliance Officer and Corporate Secretary, a role created to support the organization’s continued growth and commitment to operational excellence, compliance, and long-term sustainability.

Bill brings extensive executive leadership experience spanning legal affairs, compliance, human resources, risk management, and corporate governance. Prior to joining GRAND, he served as Chief Legal, Compliance and Human Resources Officer for Kito Crosby Limited, a global manufacturing company and KKR portfolio company, where he led multinational teams and helped guide the organization through significant growth, acquisitions, and strategic transactions.

In his role at GRAND, Bill provides legal and compliance leadership across the organization, helping ensure regulatory excellence, effective risk management, and strong governance practices. He works closely with executive leadership and operational teams to support organizational strategy while creating an environment where staff have the resources and guidance needed to focus on delivering exceptional care.

An Oklahoma native, Bill earned his Bachelor of Arts from the University of Tulsa and his Juris Doctor from the University of Oklahoma College of Law. Known for his collaborative leadership style and open-door approach, he believes some of the most important work he does is serving as a trusted advisor and resource for employees across the organization.

Trica Walters

Chief Experience Officer, Senior Executive Team

Trica joined GRAND Mental Health in 2015 as the benefits administrator. Prior to that, her career had been in HR and risk management fields in retail, public power, and small business HR consulting. Trica says her entering the mental health field came at a perfect time, as circumstances around her gave her a personal connection to the mission of GRAND Mental Health.

In her current role as CXO, Trica guides the overall experience of clients, partners, and staff. She works across departments to enhance access, communication, service quality, and cultural responsiveness, helping create an environment where everyone feels valued, heard, and empowered. Prior to becoming CXO, Tricia served as Chief Human Resources Officer, overseeing all human resources, learning and professional development, and marketing/public relations functions for GRAND.

Jared Sawyer

Chief Financial Officer, Senior Executive Team

Jared has over 18 years of leadership and financial experience. He began his career in the mental health and substance abuse field in 2017 at 12&12 as the controller. He moved into the role of CFO a couple of years later and helped during the merger with GRAND Mental Health in 2021.

In his current role, Jared oversees the financial and billing operations for GRAND to ensure that all the audit and financial requirements are met and that best practices are followed.

With a Bachelor’s Degree in Business Administration, specializing in Accounting from Northeastern State University, Jared’s business decision-making and financial reporting play a vital role in driving GRAND’s growth.

Carl Hoopes

Executive Vice President and Chief Operating Officer, Senior Executive Team

Carl is an accomplished healthcare executive with extensive experience leading both clinical and non-clinical operations across large, integrated health systems. He has served in senior leadership roles with UCSF Health, Ascension, MultiCare, and Stanford Health Care, where he oversaw hospital and outpatient operations, mergers and acquisitions, and new hospital development. A Lean Black Belt, Carl is recognized for his ability to solve complex operational challenges, improve system performance, and lead large, diverse teams — including organizations with up to 5,000 indirect reports.

Carl began his career in a substance abuse treatment center, which shaped his enduring commitment to behavioral health. Over the years, he has advanced to oversee both inpatient and outpatient mental health services, combining his background in psychology with his operational expertise. With master’s degrees in both psychology and healthcare administration, Carl brings a unique blend of clinical insight and strategic leadership. He will be relocating from Colorado to Tulsa, where he is committed to strengthening access to care and advancing innovative solutions for the communities he serves.

Josh Cantwell
Josh Cantwell

President and Chief Executive Officer, Senior Executive Team

Josh Cantwell brings a wealth of experience and expertise to his role as chief executive officer, having joined GRAND in 2004, and previously risen to his most recent role as chief operating officer. As chief operating officer, Josh guided the day-to-day operations of GRAND Mental Health’s 31 locations and centers in 13 Oklahoma counties, employing more than 1,700 staff. During his tenure with GRAND, Josh has been instrumental in the development and oversight of many of the agency’s breakthrough mental health programs including GRAND’s patented 24/7 treatment model, which utilizes mobile technology and numerous levels of care to provide instant access to treatment when and where it is needed.

Both a licensed clinical social worker (LCSW) and certified peer recovery support specialist (CPRSS), Josh holds a master’s degree in business from Rogers State University and a master’s degree in social work from the University of Oklahoma. His nearly 20-year career in the mental health field includes leadership roles at ROCMND’s Tulsa Area Prevention Resource Center and the Oklahoma Mental Health Courts system. In addition, Josh has created and published more than 20 therapeutic games focusing on mental health and substance use. He is well positioned to lead GRAND’s future growth and continued mission to improve the lives for those they serve.
